EHB 2476 SB 6524 Washington State Tribal Peace Officers.   Provides that tribal police officers under this act are authorized to act as general authority Washington peace officers and have the same powers as any other general authority Washington peace officer to enforce state laws in Washington, including the power to make arrests for violations of state laws. 2SHB 2557   Operation of Trial Courts.   Raises claim value for district court jurisdiction from $50,000 to $75,000 for several civil issues.  Allows cities to contract for court services with counties and sets requirements for judicial officials.  Establishes a Task Force on Access to Justice for Victims of DV and Harassment.  Task Force will examine ways to improve access to the courts of limited jurisdictions.  Recommendations due Dec. 1, 2008.  C227 L08 Goodman
SHB 2602   Increasing the Safety of Domestic Violence Victims.  Allows employees to take leave under certain specified reasons (domestic violence, sexual assault or stalking) and for specified purposes.  Such leave shall not result in loss of pay or benefits to the employee.  C286 L08 Kessler

E2SHB 3254   Driving under the influence of intoxicating liquor or drugs.  Creates an ignition interlock driver’s license that allows someone with a suspended, revoked, or denied driver’s license to drive a noncommercial vehicle, as long as the car was equipped with an ignition interlock device. SSB 6184   Most serious offenses.  Most serious offense definition shall now include out-of-state convictions for a felony with a finding of sexual motivation if the minimum sentence imposed was ten years or more. C7 L08 Benton
SSB 6244   Housing offenders violating community custody.   DOC funded to study capacity needed to confine offenders who violate community supervision.  Report is due to the Governor and legislature Nov. 15, 2008. C30 L08 Carrell

ESB 6357 SHB 2563 Service of Process in domestic violence cases.    If a timely personal service of protection order can’t be made, court shall either require one additional personal service attempts or permit service by publication or by mail.  Court shall not require more than two attempts at personal service. SSB 6544   Criminal mistreatment.  The offense of criminal mistreatment in the first degree is ranked a seriousness level XII. C38 L08 Stevens
SSB 6596   Creation of a sex offender policy board.  Creates an independent board, administered by Sentencing Guidelines Commission, to address issues relevant to the management of sex offenders.  OCVA named as a member of the board. C249 L08 Hargrove
SSB 6933   Admissibility of evidence in sex offense cases.  Trials for sex offenses may enter evidence of previous sex offense(s).   In a criminal action charging a sex offense, evidence of the defendant’s commission of other sex offenses is admissible, notwithstanding Washington’s Evidence Rule (ER) 404(b), if relevant to any fact in issue, if the evidence is not inadmissible under ER 403. ESHB 2687 SB 6378 Crime Victim Service Centers.  $200,000 of the public safety and education account for fiscal year 2009 are provided solely for crime victim service centers. C329 L08 Sommers
ESHB 2687 SB 6378 Child victims of sexual assault.  $600,000 provided solely for distribution to community sexual assault programs by the Office of Crime Victims Advocacy for the purpose of enhancing services provided to child victims of sexual abuse and their families.  Enhanced services may include expanded hours of medical and legal advocacy, expanded hours of therapy for the child victim, increased support to nonoffending family members and the development of a standardized child-centered approach to service delivery. ESHB 2687 SB 6378 Victim Witness Services.  $750,000 of the public safety and education account for fiscal year 2009 is provided solely to the office of crime victims advocacy.  These funds shall be contracted with the 39 county prosecuting attorney’s offices to support victim-witness services.  The funds must be prioritized to ensure a full-time victim-witness coordinator in each county.  C329 L08 Sommers
ESHB 2687 SB 6378 Sexual Assault Protocols.  $75,000 of the public safety and education account for fiscal year 2009 is provided solely for the update of statewide sexual assault victim assistance protocols through a coordinated effort led by the Wa Coalition of Sexual Assault Programs.  C329 L08 Sommers
ESHB 2687 SB 6378 Prostitution Prevention and Intervention Account.  Authorizes spending authority for the distribution as grants by the Office of Crime victims Advocacy.  The grants shall be prioritized to law enforcement training including law enforcement raining regarding the availability of service for minors under chapter 13.32A RCW, community outreach and education, treatment and services to address the problems of minors who have a history of engaging in sexual conduct for a fee or who are victims of commercial sexual abuse of a minor or both.  Services include mental health and chemical dependency, parenting, housing assistance, education and vocational training, or intensive case management.
